The second Rascal picnic took place on August 17, 1995 at Presque Isle, Beach 10. Among the events that happened was the carrying of Bill Baier, Rascal of the Year, aboard a sedan chair, into Lake Erie. Women and children were also present at the picnic. Among those present were:
